Brazil: Natural event in Brasília

October Bolsa Família payments begin this Monday The Bolsa Família payments for the month of October will begin to be made this Monday (19th), when beneficiaries with NIS ending in 1 will receive. On Tuesday (20th), it will be the turn of those with NIS ending in 2. According to the Secretariat of Social Communication (Secom), the remaining payments for the month will be unified starting Wednesday (21st) as a preventive measure to mitigate the effects of super El Niño on families classified as most vulnerable. With this, the calendar will be unified next Wednesday, when payments will be made to beneficiaries with NIS ending in 3, 4, 5, 6, 7, 8, 9 and 0. In a note, the ministry reinforced that the unified payment format will also apply to the months of November and December, considered critical periods of El Niño. Data from the Ministry of Development and Social Assistance, Family and Combating Hunger indicate that, in August and September 2026, 518 federal recognitions of emergency situations and states of public calamity were registered – more than double that registered in the same period last year (253). The increase, according to Secom, was mainly caused by storms in the South: rain, hail, strong winds, and floods were responsible for 272 recognitions this year, compared to 81 in 2025. The increase was also seen in the semi-arid region, where recognitions for drought and dryness rose from 172 to 239. The unification of Bolsa Família payments has already occurred in other emergency situations, such as the floods recorded in Rio Grande do Sul in 2024. At the time, the payment was unified for 497 municipalities in Rio Grande do Sul, which were able to access the benefit on the first day of the calendar. “The unification of the calendar expands the capacity of beneficiary families to prepare for the effects of drought, water scarcity, floods, and supply interruptions,” evaluated Secom in the statement, citing the measure as an “adaptive social protection instrument”. Emergency situation Beneficiaries living in municipalities that are already in a state of emergency or public calamity recognized by the federal government will receive payment in a unified manner starting this Monday, the first day of the calendar. To receive the benefit, families must keep their CadÚnico updated, meet the program's criteria, and comply with health and education conditionalities, such as school attendance for children and adolescents, up-to-date vaccination, and prenatal care for pregnant women.
