Last winter, due to shelling by the Russian Federation, about six thousand Kyiv high-rise buildings, almost half of the city, were left without heating. This year, the authorities promise to prepare Kyiv better: the city is increasing backup power, looking for alternative water sources, installing cogeneration units, and preparing heating points. But it is impossible to fully protect Kyiv from the consequences of massive attacks. Some systems remain dependent on electricity, large critical infrastructure facilities cannot be fully protected, and part of the planned expenditures for energy protection and winter preparation have been postponed to December.
