Published on X, Threads, Instagram, Facebook and TikTok, the video began circulating on Wednesday (23), one day after President Lula gave a speech at the opening of the general debate of the 81st UN General Assembly, in New York. A text box superimposed on the images says: "Lula flees from Rubio at the UN, but is stopped by the president of Paraguay, who thanks him for the policy that makes Brazilian companies cross the border." The recording shows Lula greeting a man with a handshake. A translator who was watching the dialogue translated the statements into Portuguese. ⚠️ Why is it #FAKE? Although it is real – and not a recording fabricated by artificial intelligence (AI) – the video shows a conversation between Lula and the Paraguayan senator Beto Ovelar, which occurred on June 30, during the Mercosur summit, in Asunción. President Santiago Peña, in fact, was present at that meeting (see image at the end of this check). Furthermore, the clip shown does not deal with companies supposedly switching from Brazil to the neighboring country. When contacted by Fato ou Fake, the press office of the Brazilian Presidency stated that "the content is false." The note says: "President Lula did not have a bilateral meeting, even an informal one, with the president of Paraguay, Santiago Peña, during the UN General Assembly in New York, on September 22. The Secretariat of Social Communication of the Presidency of the Republic repudiates the dissemination of false rumors with political objectives, which aim solely and exclusively to misinform the population, weaken institutions and manipulate public opinion." On the same date as the conversation with Lula, Senator Beto Ovelar himself published the meeting on his social media. In the caption, he wrote: "During the Mercosur Summit, I expressed my gratitude to the President of Brazil, Luiz Inácio Lula da Silva, as his social policies were fundamental as a basis for the implementation of the Tekoporã program in Paraguay." At no point in the video did Ovelar mention Brazilian companies. In fact, it is possible to hear the senator commenting on the Tekoporã Program, a social initiative of the Paraguayan government, which includes income transfer to families in situations of poverty and vulnerability. He said: "When you were President of the Republic, I was a minister, and you opened the doors of the Ministry of Social Development. Today, we have a program called Tekoporã, and, thanks to your opening, this was possible. So, I wanted to thank you very much on behalf of the Paraguayan people."
