Ukraine: Protests in Pavlohrad
Read a post by Roman Kaptelov, People's Deputy from the "Servant of the People" party for the Pavlohrad district, stating that the Dnipropetrovsk Regional Council and the Regional Military Administration did not provide him with proposals for the 2027 budget. We have reached a point. A People's Deputy who has worked in the budget committee for seven years is still expected to be explained by the regional council and military administration what to do for his own district. It seems instructions on where to find them should have been included with the proposals. I will help with a hint: in your own email. On July 31, at a session of the regional council, we adopted an appeal to the Prime Minister and the Government: not to withdraw the reverse subsidy from frontline communities, to leave 64% for communities, issues of reservation, and more. On August 12, the regional council sent three appeals to the aforementioned People's Deputy: not to withdraw the reverse subsidy from frontline communities for 2027 and to leave 64% of personal income tax for communities, debts for state property, and reservation of critical infrastructure employees and fire brigades. What do you think, did the regional council receive a response from the People's Deputy? We received no response to any letter. "Perhaps I don't understand something," writes the People's Deputy. I fully agree with him here. The region's position – not to withdraw the reverse subsidy and leave 64% of personal income tax for communities – was personally voiced at budget consultations with the Ministry of Finance and at the board of UADOR with the participation of the head of the "Servant of the People" party, Oleksandr Korniyenko, and Minister Vitaliy Bezgin. This same position, in addition to the regional council, is defended by UADOR, the Association of Cities of Ukraine, and communities. I am glad that Mr. Kaptelov has finally joined the process. Although, in a rather strange way – to tell those who have been working on the issue for more than a month that they are doing nothing. The Government has already voiced its position: in the draft budget for 2027, submitted to the Verkhovna Rada, the reverse subsidy is indeed being withdrawn, and communities are offered to keep 60%. The MP decided to try on the role of a defender of frontline communities. But now it is interesting how he will vote in the Verkhovna Rada. Will he support the preservation of 64% of personal income tax and the non-withdrawal of the reverse subsidy from communities and the regional budget, contrary to the position of the Ministry of Finance and the Government, or not? We will see.
