Ukraine: Strategic developments in Kiev
Dmytro Usov, Secretary of Ukraine’s Coordination Headquarters for the Treatment of Prisoners of War, stated during the Crimea Global conference that nearly 46,000 foreigners from 151 countries have signed contracts with Russia and are participating or have participated in the war against Ukraine. According to him, this figure reflects the number of individuals whose personal data the Headquarters has identified as being recruited by the Russians. The agency is currently verifying contract signing dates for an additional 668 people. "While in 2022 we recorded 94 signed contracts, this number continues to grow year after year. The Russian Ministry of Defense planned for 18,500 contracts with foreigners, and 16,168 have already been signed. In other words, if this trend continues, the ministry is on track to fully meet or even exceed its goal for recruiting foreign nationals into the Russian Armed Forces." - Usov said. He also noted that top countries supplying recruits to Russia include Uzbekistan, Tajikistan, Belarus, Colombia, Kazakhstan, Azerbaijan, and Kyrgyzstan. Furthermore, in the first nine months of 2026, the Headquarters observed a significant surge in recruits from Indonesia, Peru, Sierra Leone, Burundi, Chad, the Philippines, Congo, and Panama.
