Montenegro: Strategic developments
Starting from November 1, Belarusians will require a visa to enter Montenegro. The Montenegrin Ministry of Foreign Affairs stated that this new rule also applies to citizens of Russia, China, Saudi Arabia, and Turkey. Belarusians who legally entered Montenegro before 23:59 on October 31 may stay without a visa for up to 30 days. Those present in the country on November 1 may continue their stay under current rules. A visa application can be submitted at the Montenegrin consulate or a VFS Global center, but not within the country's territory. The consular fee is 35 euros; additional fees apply via VFS Global. Entry without a specific Montenegrin visa is possible, for example, with a valid Schengen visa or residence permit in a Schengen country.
