Ukraine: Violence against civilians in Oleshky

Humanitarian evacuation from Oleshky was stopped by the Russian side, - ombudsman "We informed them that we are ready to start this humanitarian evacuation at any moment. We proposed to involve a third party, for example, the International Committee of the Red Cross or others, whom the Russians would agree to. And at some point, it was simply stopped by the Russian side," said Dmitry Lubinets, Commissioner of the Verkhovna Rada of Ukraine for Human Rights. He also noted that Ukraine offered the Russian side safe routes and a ceasefire, but the Russian Federation's response to all proposals was "no". The ICRC expressed its readiness to facilitate the departure of civilians from Oleshky. Oksana Kokhan, a representative of the organization, noted that they are now "just waiting for what the parties agree on among themselves". It is reminded that the city of Oleshky in the Kherson region has been occupied by the Armed Forces of the Russian Federation since 2022. Before the full-scale invasion, about 24,000 people lived there; now, according to the head of the Kherson Regional State Administration Oleksandr Prokudin, about 2,000 people remain there, including 50 children. The head of the Oleshky city military administration, Tatyana Gasanenko, who is involved in evacuation, believes that there may be more remaining. Some civilians managed to escape from Oleshky. About two weeks ago, eleven people left the city. They left the occupied left bank through Russia and Belarus and reached Ukraine. Another 67-year-old woman managed to leave the city on her own, walked twenty kilometers, came under fire, and took a week to get out of the occupation. Eventually, she reached Kyiv, where her daughter lives, according to the publication LB. The city was severely affected in June 2023, when about 90% of the city was flooded after the destruction of the Kakhovka HPP upstream. Since then, there has been no electricity, gas, or normal water supply in Oleshky. Residents cannot leave the city, as the roads are mined, and relatives of those who remained say that "Russian military personnel are turning back people trying to get out of the city. According to them, there have been cases when those who tried to continue their journey were shot." The city is also constantly attacked by drones. There are no food, fuel, or medicines in Oleshky. The Armed Forces of Ukraine dropped about 4 tons of food in Oleshky in September, but it is unknown how much reached the city's residents.
